A. Purpose. These regulations are intended to regulate the purchase, sale and possession of foxes and coyotes living in captivity for hunting with dogs. These regulations prohibit the import and export of fox or coyote species to or from Louisiana to avoid possible contamination by diseases and parasites by native wild canids. People are prone to infection, with the liver being the most common place of larval growth. The infection is called alveolar hydratide disease (AHD). The number of deaths per number of infected people was 50-75%. These regulations are also published to allow the sport of fox/coyote hunting with dogs in closed areas. The regulation includes general rules such as licences, permits, fees, live traps, sale and purchase of animals, cage requirements, pen requirements, acclimatization requirements and reporting requirements. States where you can legally own a fox: Arkansas, Florida, Indiana, Kentucky, Michigan, Missouri, Nebraska, New York, North Dakota, Ohio, Oklahoma, South Dakota, Utah, Tennessee, and Wyoming. To put it simply, no, foxes are not legal in Minnesota.
Native foxes are illegal. Non-native foxes are legal, but as of January 2018, no one knows that anyone has obtained a pet license for a non-native fox. Latvia, Hungary and Romania: YES, allow you to catch wild foxes and raise/sell them as pets (although not recommended). All non-endangered species are legal and the purchase of fur farms is also legal. UK, Scotland: YES, allow you to keep, breed and sell tame foxes bred in captivity as pets. The possession, breeding or sale of captured or orphaned wild foxes is not legal, and injured or orphaned wild foxes must be handed over to a wild animal rehabilitator and released as soon as they are able to survive on their own. Germany: YES, you need a license to have a fox, but otherwise all non-endangered species are legal. The license is easy to obtain. Finland: YES, all species are legal, but the fox must come from a European breeder with documents to prove it.
It is illegal to import a fox from other continents. Ireland: No, all species of foxes are illegal, whether or not they come from a fox breeder. The fox vaccine is not recognized there, which is why it is illegal to breed and possess them in the country. Turkey: YES, all non-threatened fox species, including native species, are legal without the need for a license. Austria, Holland and Poland: YES, Fennec foxes, Arctic foxes and non-native red foxes are legal without the need for a license. Dead wild animals may also be possessed under a number of special permits or licences. You must refer to the terms of this permit or license to determine the legal requirements. You may be able to get a permit if you exhibit in a library, school, media, etc. However, they are subject to annual inspections. Some states seem to allow foxes with permits they won`t give you, like Maine and Delaware. Others make foxes legal to own in the state but import them illegally, and without breeders in the state, it`s the same as banning them. Pet owners were allowed to own domesticated foxes in Virginia because there was a loophole that was supposed to make it legal for fur breeders, but that was reversed in 2017. Unfortunately, legal ownership of exotic animals is declining because it receives little support or cultural acceptance.

The Oklahoma Administrative Code and Registry provides a non-commercial wildlife breeder`s license for foxes originating in the United States. This applies to all species except the fennek fox. In South Dakota, all species are allowed, but a permit is required for all species. South Dakota requires a permit for all types of foxes with a permit. If you import the fox, you will need an additional permit. In both cases, the enclosures are required and inspected. Native foxes (red and gray foxes) are Class 2 animals that require a permit, which would be distributed to pet owners. Foxes must be purchased from USDA-approved facilities.
Non-native foxes are Class 3 animals and only require an import permit if they are imported from outside the state. It is imperative that you check the legality BEFORE dealing with a pet fox. Animals have been confiscated and euthanized in the past. Keep in mind that no endangered animals can be kept as pets, and while some states may allow foxes, individual cities or counties may ban them. It is always recommended to check the ordinances of the local city before getting a fox. Laws are also constantly changing, so stay tuned. However, depending on who you are using, it can be very difficult to get a permit. They`ve been stricter on licensing lately, telling most people it`s illegal. You should almost certainly have a USDA license. Some people have reported that officials say only the Silvers, Fennecs, Pales and Arctic are allowed. (1) A wildlife hobby permit authorizes its holder to purchase, possess and propagate a total of not more than fifty (50) collared pheasants and white quails solely for personal use and not for sale; and not to keep in captivity more than one (1) wild mammal purchased from a wild breeder`s permit holder in Missouri, except that Class II wild animals, hoofed mammals and skunks may not be kept under this permit. Wild mammals can be kept in captivity, but cannot be multiplied or sold. This permit must be obtained before the reception of wild animals. The beneficiary must prove that the wild mammals and birds were acquired legally. Wild animals must be confined to human and sanitary facilities that meet the standards set out in 3 CSR 10-9.220. Wild animals may only be disposed of on the instructions of a ministry officer, but may not be released, sold or donated.
The permit holder is subject to all the provisions of section 578.023, How many states do the two species of foxes native to the United States, the red fox and the gray fox, need a permit to possess. It`s unclear whether or not this permit will be distributed to pet owners, so it may not be technically legal. Apart from that, however, Indiana is considered a relatively « exotic and pet-friendly » state.
