In order to improve the quality of health care in terms of accessibility, timeliness, safety, relevance and continuity, the then Ministry of Health regulated the mandatory health care quality assurance system. This measure is set out in Decree No. 2309 of 15 October 2002. By which the fundamental right to health is regulated and other provisions are dictated. It begins by considering health as an inalienable right of the individual. Article 48: Social security is a compulsory service. Article 49: Health services shall be decentralized and organized with the participation of the Community. which governs certain aspects of the relationship between health-care providers and bodies responsible for remunerating the health services of the population under their authority and provides for other provisions. The standards applied assess processes such as respect for patients` rights, access to services, clinical care, and administrative and management support in institutions that provide health services and wish to participate in the accreditation process. These provisions are set out in Resolution 1474 and its Technical Annex.

By its decision 003557 of 19 November 2003, the Ministry of Social Welfare awarded the MPS-03-2003 merit competition, designating the Colombian Institute for Technical Standards and Certification, ICONTEC, as the accreditation body for the Unified Accreditation System (SUA). « This will allow for a comprehensive update of health services and technologies funded by the Capitation Payment Unit (PAU). It harmonizes and updates the rules for affiliation to the General Health and Social Security System, creates the system of transactional affiliation and defines the instruments to ensure continuity of affiliation and the effective enjoyment of the right to health. The unified accreditation system is part of the quality assurance system provided to healthcare providers, PSAs, RHAs and prepaid pharmaceutical companies who wish to voluntarily demonstrate compliance at a high level of quality, i.e. beyond the minimum requirements established by the unified qualification system. The norms of the organs on the distribution of powers referred to in articles 151 and 288 of the Political Constitution and the distribution of resources in accordance with articles 356 and 357 of the Political Constitution and other provisions are adopted. This establishes the compulsory health care quality assurance system of the general social security scheme for health care.
